A partnership should be:

 

Publicly Accessible: Partnership includes the private sector;

 

Dedicated: Partnership is managed by a liaison

 

Resourced: Partnership has funding, facilities, and tools

 

Engaged: Members of partnership are actively participating

 

Sustainable: Partnership is supported by strategic plans, funds, and resources

Emergency management/response personnel include Federal, State, territorial, tribal, substate regional, and local governments, non-governmental organizations, private-sector organizations, critical infrastructure owners and operators, and all other organizations and individuals who assume an emergency management role. National preparedness is the shared responsibility of our whole community. Every member contributes, including individuals, communities, the private and nonprofit sectors, faith-based organizations, and Federal, State, and local governments.
